b4dc7be6c5 libbase: add ConsumePrefix/ConsumeSuffix. 
adb was already using ConsumePrefix, and now we have another would-be
user in cutils. (There appears to be one place in adb that should use
ConsumeSuffix, so I'm assuming we'll want that sooner or later.)

I've kept these inline because adb and google3's versions both were, and
I'm easily led.

579e682628 Add std::string StartsWith*/EndsWith* overloads. 
We should have done this from the beginning. Thanks to Windows, we're not
going to be able to switch libbase over to std::string_view any time soon.

54c72aaccc Fix <android-base/*.h> header guards. 
I've been meaning to do this for a while, and it came up on the bug below
that there have been conflicts with similar-named files in <base/*.h>,
so let's rule out one possible explanation.
