847d963598 Remove a dead header (<netutils/dhcp.h>). 
9c07eb9dd8 removed the implementation, but
missed the header file.

cebcd450c6 libnetutils: Add synchronization per socket full operation 
Take and release mutex between ifc_init() and ifc_close()
calls to prevent global ifc_ctl_sock override.
