Incremental doesn't support apex installation, but we were exiting
instead of returning -1 to fall back to regular installation.

This CL turns on the incremental installation for all
"adb install ..." commands where no explicit mode has been set.
To disable this, set the ADB_INSTALL_DEFAULT_INCREMENTAL
environment variable to 0/n/no/false. Unset to enable back
+ improve the install command argument parsing a bit: allow
--wait for all installation modes, --incr is enough for
an incremental install (and --no-incr to disable it)

This improves performance when syncing by up to 2x (remote cuttlefish
goes from 11.9 MB/s to 21.3 MB/s, blueline over USB 2.0 from 36 MB/s
to 70 MB/s).
This results in a slight drop in push speeds over USB 3.0 (125 -> 115
MB/s on blueline), presumably because we're compressing and extracting
on only a single thread, but the gains over lower bandwidth transports
make this worth it to submit this now and parallelize later.

We were previously statically linking libcutils into adbd for several
different reasons, which were addressed as follows:
socket functions: extracted to a statically linked libcutils_network
fs_config: wrapped with a shared library on /system
ATRACE: deleted the single use in adbd

Previously, if we failed to read a file after successfully opening it,
(e.g. because it's a directory), we would return prematurely without
notifying our caller, which would then wait forever for a response that
isn't coming.
Switch all of the adb install callsites over to checking the result,
but leave the other callsites ignoring the result, because they're
either deprecated, or don't care.

- removed zip archive parsing on device (1.1M->236K agent size reduction),

- added more robust matching entries search based on hash of CDr entry,
- reduced patch size by reusing Local File Header of matched entries,
- removed extra manifest parsing and extra agent calls,
- added device-side tests for agent,
- fix for Windows patch creation.

1. Use bigger buffer for transfers - 64kb is the default size
for push, so let it be the same in streaming
2. Use abb when it's available for lower overhead
3. Add a posix_fadvise() on the source APK
4. Increase buffer sizes for the socketpair that's transferring
the data from adbd.
Overall this saves about 25% time for streaming installations
and makes it faster than the legacy push (at last!)

If we're failing out, don't print any messages from the shutdown code:
it's not interesting (and actively confusing!) to talk about the
"Success" of finalizing an aborted session.
Also fail early if stat fails the first time (we have to tell
PackageManager how much data to expect, for some reason).
Also use `bool` as the boolean type and add quotes around filenames in
error messages.
`install_multi_package` looks like the same nonsense copy & pasted, but
I don't know what that is, and haven't seen any bug reports, so I'm
ignoring that for now.

The PDK doesn't have frameworks/base, so having a dependency from adb to
a library in there breaks the build. #ifdef out fastdeploy until we
figure out what we're going to do here, to unbreak the PDK build.

adb --fastdeploy creates a TemporaryFile to which the stdout for a shell
command is redirected. This happens while the file is still open (the
TemporaryFile object holds the file handle). In Linux this works, but
Windows blocks the operation with an error of "The process cannot access
the file because it is being used by another process".
This change closes the file before the shell tries to write to it.

This CL introduces two changes to adb install-multi-package:
- If there is at least one apex package in the list of packages, use the
--staged parameter for both the parent and the child sessions
- When the package being sent is an apex, use the --apex parameter

This should fix the bloody Mac build, which doesn't have <error.h>. Since
we weren't entirely happy with error(3) anyway, switch to the toybox
style of error_exit and perror_exit, which are slightly briefer and quite
a bit more intention-revealing.

Let's use LOG(FATAL)/PLOG(FATAL) for actual fatal stuff.
Add a Windows error(3) and move folks who didn't really mean "abort"
fatal over to it. Also get rid of syntax_error which wasn't adding a
lot of value, and most of the places it was adding "usage: " didn't seem
entirely appropriate anyway.
In particular, we seemed to have confused fastdeploy.cpp into aborting
in most user error cases, and none of the reviewers noticed. Clearly
we'd all lost track of far too many options.
(I've also cleaned up a few random instances of fprintf(3) + exit(2).)

deployagent is now a java_binary target and uses the built in 'wrapper' parameter to bundle deployagent.sh
