3abdea92ef frameworks/native: move Zip* from libandroidfw to libutils 
ZipUtils is needed by build/tools, move it from libandroidfw
(frameworks/base) to libutils (frameworks/native).

2d8baa06b5 fix FILE* version of ZipUtils::inflateToBuffer 
This can't have ever worked; a successful fread() was returning 1
instead of getSize.
