24b34b10c6 Mark libprocinfo vendor_avaialable. 
libprocinfo belongs to vndk-cap. Mark it vendor_available to enable vndk
abi stability checks on it.

911d729c8a libprocinfo: introduce. 
Add a new library for parsing /proc files. Start with helpers for
parsing /proc/<pid>/status and /proc/<pid>/task.
