Currently if the device is unplugged from host,
there is a lot of log spamming since fastbootd
does not not recognize that the device has been
disconnected and keeps trying to read/write to the
device.

Fastbootd is started by recovery, and communicates
over usb with the fastboot protocol.
Add additional fastboot commands to move in and out of
fastbootd. "fastboot reboot recovery" and "fastboot reboot fastboot"
