0bb871dc9f
Makes updated libneuralnetworks.so in /apex/com.android.neuralnetworks/{LIB}
loadable from all relevant namespaces.
Test: Verified that right library is being loaded using lsof and
Test: verbose debug logs from bionic/ld.
