Janis Danisevskis 7daa66aa07 Replace legacy trusty gatekeeper HAL with HIDLized version 
This patch replaces the legacy libhardware based gatekeeper HAL with a
true HIDL based implementation.

Test: Workes with trusty gatekeeper
