libcutils: android_reboot: save reboot reason in file

Save a string identifying the reason for last Android reboot or power
off in file /data/misc/recovery/last_reboot_reason . This file may
be used for informing users of reboot or shutdown reasons at next
boot, and for other diagnostic purposes.

healthd: charger mode use reboot(), not android_reboot()
...
Preserve last Android reboot reason as recorded by android_reboot()
prior to entering charger mode. For example, a thermal shutdown that
reboots to charger mode leaves that reason in place, for user
notification purposes at next Android startup.

libcutils: android_reboot: add thermal shutdown command

Add ANDROID_RB_THERMOFF command to android_reboot(), denoting a power
off due to thermal limits exceeded. When this command is used, Android
may provide notification to the user about the potentially unexpected
power off at next boot.

The first time you run adb, it starts the adbd server and annoyingly
generates the following message:
adb I 02-01 11:57:58 99717 99717 usb_dispatch.cpp:30] using native
backend
Drop the severity of the message to avoid visible spammy messages only
intended for debugging.
Test: code compiles and no more log message in normal adb use
